A Performer must:
1. Comply with the Street Performers Byelaws 2024.
2. Hold a Street Performers Permit and always have it readily available during a performance in a public place.
3. Hold and have available a permit to use amplification if using amps.
4. Take every reasonable measure to ensure that a performance does not cause offence.
5. Comply with a lawful request of an Authorised Officer of the Council or a member of An Garda Síochána.
6. Provide photographic identification if requested to do so.
7. If under 16, have a legal guardian present for the duration of the performance.
8. Street Performers of Circle Act Performers using potentially dangerous props must hold public liability insurance and indemnify Cork City Council.
(This Insurance must be submitted at time of Application.)
A Performer must not:
1. Perform before 10:00 a.m.
2. Perform after 10:00 p.m.
3. Perform in a prohibited area.
4. Perform twice in the same location on the same day.
5. Outstay the maximum performance time of 2 hours.
6. Block entrances or cause obstruction on a street.
7. Exceed a volume level of 75dB.
8. Charge members of the public a fee for a performance.
9. Solicit, coerce, or otherwise encourage members of the public into making a donation.
10. Use lewd, offensive or derogatory language or conduct.
A Performer using Amplification must:
· Hold a valid permit for the use of amplification and have it readily available at all times during a performance in a public place.
A Performer using Amplification must not:
· Exceed a volume level of 75dB.
*Please note the street performer permit fee is waived for those aged 25 or under*.
Group Performance:
Group Permits can not be applied for through this form. All group permit queries must be directed to streetperformer@corkcity.ie
· All members of a performing group up to 6 members must hold their own individual street performance permit.
· Groups (over 6 members) will be required to hold a Group Leader Permit.
· All groups, and all performers of the group, using amplification must have an Amplification Permit for each amplifier.
Large Group Performance Permit
Group Permits can not be applied for through this form. All group permit queries must be directed to streetperformer@corkcity.ie
· Where large groups (over 6 members) cannot avail of exemptions per clauses 34, 35 & 36, a Group Leader Permit will be required to perform in a public place. The cost of a Group Leader Permit will be capped at €180 per annum.
GDPR – Privacy Policy applications for Street Performance Permits
Reasons for requesting your personal information:
- Your information is required in order to process your Application for a Street Performance Permit.
- Our lawful basis is GDPR articles 6 1A, C and E.
- If your application is successful, your information may be shared with An Garda Síochána to enable the Gardai, where necessary, to exercise their powers as authorised in the Byelaws.
- If your application is successful, your information may be shared with other Statutory Bodies if the Council is under a duty to disclose this in order to comply with any legal or regulatory obligation or request, or to perform a public function.
- If the Street Performance Permit is granted, the information supplied by you will be kept securely for a period of up to seven years.
- If your application is unsuccessful, your data will be held for a maximum period of 28 days from the date of refusal.
- If you do not provide the personal data required under the Street Performance Byelaws, Cork City Council will not be in a position to process your application.
