Description

Cork City Council now invites applications for a new phase of the Local Live Performance Programming Scheme, for the delivery of live performance events in Cork City between July and October 31st, 2022.  
 
Funding can be used to support employment and wellbeing in the commercial arts and culture sectors by engaging the services of locally based professional artists, musicians, crew, and other staff members involved in live performances. This opportunity is made possible by the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media. 
 
Administered through the Arts Office of Cork City Council, grants are available to event producers, promoters, arts organisations, festivals, or venues throughout the City area.  
Expressions of interest are sought to a maximum value of €15,000. Cork City Council may offer amounts of grant aid less than the amount sought.  
Funding will only be awarded where applications meet the criteria set down by Cork City Council. 
Proposals must be for new events and cannot be used to top up or substitute funding for existing programmes or events. 
The funding must be applied to programmes that employ Cork Artists and Crew with due regard to gender equality and diversity.
Expressions of Interest across a wide range of performance types and multiple genres is encouraged. 
Deadline for receipt of applications is 12 noon Wednesday 27th July 2022.

SUBMISSIONS 
Applicants should address the following considerations as part of their submission:
  • Submissions should include how and where the work will be presented, including dates and times. Where the applicant is proposing to present the work in a venue, applications should include a letter from the venue indicating their support.
  • Where the applicant is proposing to present the work in an ad-hoc venue, applicants should demonstrate event management capability as appropriate.   
  • A proposed programme should include details of artists/performers. The programme must include local professional artists and crew and may incorporate multiple genres.  
  • Income from Box Office will be allowed for proposed events. However, only costs net of box office receipts can be refunded, i.e. any income from box office must be offset against costs applied for under the scheme. Estimated box office income must be clearly indicated in the budget breakdown provided. 
  • Only costs incurred under the eligible cost criteria will be considered (see What Costs are Eligible under heading below) 
  • All artists must be paid in line with the Art Council’s policy for fair pay for artists.  http://www.artscouncil.ie/News/The-Arts-Council-Launches-Policy-on-the-Fair-And-Equitable-Remuneration-Of-Artists/.   
This funding is subject to compliance with the following COVID-19 Requirements: 
  • Alignment with the Government’s Resilience and Recovery 2020-2021 – The Path Ahead; 
  • Alignment with the Department’s live events guidelines: ‘Guidance for Event Organisers and Venue Management’ (https://www.gov.ie/en/publication/35bb8-covid-19-sectoral-guidance/ )
  • Alignment with the Government’s Stay Safe Guidelines, and; 
  • Alignment with the Government’s Return to Work Safely Protocols. 
 
The applicants must ensure that all artists, performers and crew attached to the project comply with the Health and Safety at Work Act 2005 and have a duty to prevent any improper conduct or behaviour which is likely to put the health and safety of employees at risk.   
Where applicable, the organisation should have in place a Child Safeguarding Statement which is consistent with the Children First Act, 2015 and Children First: National Guidelines for the Protection and Welfare of Children 2017 and a Vulnerable Adults Policy. 
All successful applicants will be required to provide an up-to-date Tax Clearance Certificate 
 
WHAT COSTS ARE ELIGIBLE?
All costs incurred in the development and delivery of work for live performance must fall under the following categories:
  • Artists Wages and Fees  
  • Technical Crew Wages and Fees  
  • Production Technical Costs – Set Build/Rehearsals  
  • Creative Team fees  
  • Video Streaming Costs  
  • Technical Equipment Hire  
  • Management costs (incl, Promoter/Producer Fees) 
  • Venue Costs (to include crew/overhead/payroll for the duration of the production only) 
  • Health and Safety/Security 
  • Intellectual Property Costs 
  • Event Insurance  
  • Marketing and Promotion  
  • Hire and transport of musical instruments  
 
ASSESSMENT CRITERIA
Proposals are assessed on the quality and ambition of the activities, the capacity to manage those events, and the extent to which the events achieve the aims of supporting local professional artists and providing valuable opportunities for audiences to experience live performance. 
 
REQUIREMENTS IF SUCCESSFUL   
Recipients of grant aid must acknowledge the support of the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and Cork City Council, carrying their logos on all print and promotional material in relation to funded events.    
All artists/performers and crew must be informed that their fees are funded by the Local Live Performance Programming Scheme Phase.  
All events funded under the LLPPS scheme will be announced monthly via a press release by the Minister. Successful applicants must provide details of their events one month prior to it happening, including any associated media and advertisements (e.g. flyers etc). This will be forwarded to the department for promotional purposes.  
Successful applicants are asked to use the Department’s logo on all press and social media posts and include the hashtag #LocalLive and tag @DeptCultureIRL (Instagram) and @DepartmentofTourism,Culture,Arts,Gaeltacht,SportandMedia (Facebook) and @DeptCultureIRL (Twitter) 
Each successful applicant will be required to submit a final report within one month of their programme being completed and include  
Copies of eligible invoices that match the grant aid  
Media report in relation to the grant aided event 
A Feedback report including breakdown of Eligible Costs and an Employment Table, detailing the numbers employed and the names of artists. 

Eligibility

Who Can Apply?
  • Applicants must be located within Cork City Council’s administrative area. 
  • The scheme is open to event producers, promoters, arts organisations, festivals, or venues throughout the city area.  
  • Applications from individuals will not be considered. All genres of performance are invited to apply. 
  • Proposed programmes and events must employ Performers/Musicians/Artists and Crew who live in Cork. 
  • Proposed events must be public facing. 
  • Proposed events must be scheduled in indoor or outdoor locations in the period July to October 2022. 
  • All applicants must demonstrate event management expertise and ability to deliver a programme in line with the size and ambition of the programme proposed.  
  • Proposals must be for new events or programmes and cannot be used to supplement existing programmes.  
  • Activities already funded by Cork City Council cannot be further supplemented by this scheme.
